Under general supervision, performs skilled work in the repair and maintenance of specialized and complex Fire Department automotive and related equipment.

This is a promotional opportunity for City of Reno Civil Service employees who meet the minimum qualifications listed below and is also open to other individuals who meet the minimum qualifications listed below. City of Reno Civil Service employees who pass the examination process will have seniority points added to their final grade.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Performs general repair on all types of gasoline and diesel engines.
Maintains and repairs such equipment as Fire Department cars, trucks and heavy vehicles.
Diagnoses and replaces defective engine, transmission and brake components.
Tests, tunes, and adjusts carburetors, brakes, air brakes, hydraulic systems, clutches, transmissions, differentials, and fire pump assemblies.
Uses specialized equipment to diagnose and repair.
Repairs and rebuilds brake systems.
Performs condition tests on equipment including Fire Department cars, trucks, pumpers and aerial apparatus.
Performs technical maintenance on specialized fire fighting equipment such as fire pumps, portable generators and light plants, smoke ejectors, hydraulic systems, sirens, and emergency lights.
Assists in preparing specifications for fire apparatus, other motor vehicles, specialized tools and equipment.
Maintains records, written and electronic, of equipment and materials used and time spent on each piece of equipment.
Welds, fabricates, and modifies equipment.
Operates and repairs breathing air apparatus and systems.
Note: The person selected for this position will be expected to be available for paid on-call hours, including evenings, weekends and holidays on a rotational basis.
Minimum Qualifications:

Knowledge of:
Modern engine electronics in both diesel and gasoline engines and transmissions.
Methods, procedures, materials, tools, and equipment used in the maintenance of large scale industrial and automotive engines and related equipment.
Principles and operations of mechanics of heavy internal combustion diesel, gasoline, and small two and four stroke engines.
Hydraulic principles.
Operation of heavy power tools used in the maintenance of equipment.
Mechanical modification and fabrication procedures.
Operations of metal and brake lathes and other fabricating equipment.
Pattern making and mathematics as applied to hydraulic calculations.
Oxy-acetylene and arc welding techniques.
Automotive and industrial engine ignition and wiring systems.
Ability to:
Perform heavy manual labor.
Learn mechanical maintenance procedures peculiar to the operation, maintenance, and repair of a wide variety of firefighting equipment.
Learn the principles and procedures for the repair, maintenance, and overhaul of centrifugal and positive displacement pumps.
Visualize, adapt, fabricate, and install a wide variety of other mechanical modifications and alterations.
Effectively perform mechanical and electrical trouble shooting work with modern diagnostic equipment and perform electrical calculations.
Perform moderately complex mathematical computations in the application of hydraulic principles.
Maintain computerized reports and records.
Repair and maintain small engines such as chain saws, small fire pumps, lawn mowers, smoke ejector fans and portable hydraulic equipment.
Skills In:
Use of modern diagnostic tools, including scanners and laptop computers.
Use and care of hand, machine and electronic tools employed in automotive repair work.
Locating and repairing defects in mechanical, electrical, pneumatic and hydraulic repair work.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
Completion from high school supplemented by at least one year of advanced technical training in the maintenance of large gasoline and diesel engines of the type often used in commercial and industrial applications.
Experience:
Four years of increasingly responsible experience in this field; or an equivalent combination of training and experience.
License or Certificate:
Possession of a valid Class B (CDL) driver’s license issued by the State of Nevada.

EXAMINATION PROCESS
Written Examination: weight on final grade = 40%
(August 3, 2009 is the tentative date for the written examination.)
Assessment Center exercises: weight on final grade = 60%
(August 13 or August 14 are the tentative dates.)
Note: The 10 highest scoring candidates on the written examination (who have passing scores – 70 is passing) will progress to the assessment exercises.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Fire equipment shop environment; occasional field environment with some travel from site to site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, and all types of weather and temperature conditions; exposure to hazardous traffic conditions; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain.
Physical: Primary functions require sufficient physical ability and mobility to work in a mechanic shop environment; walk, stand, and sit for prolonged periods of time; frequently stoop, bend, kneel, crouch, crawl, climb, reach, and twist; push, pull, lift, and/or carry moderate to heavy amounts of weights; operate assigned equipment and vehicles; and to verbally communicate to exchange information.

EMPLOYEE/VETERAN PREFERENCE (In the Event of Tie Scores)
In the event of tie scores resulting from an open competitive examination, employees will be provided a rank preference in the following order: employees with established veteran status shall be given the first preference, non-veteran employees second preference and non-employee veterans third preference. A candidate who desires to claim veteran’s preference must, at time of application, submit documentation of honorable discharge from the United States Armed Forces. This preference will only be administered in the event of tie scores. Documentation must be submitted at time of application.
SENIORITY POINTS
City of Reno Civil Service employees shall receive seniority credit computed by adding to a passing score as follows:
Grade to be ranked will include seniority points that will be added to the final grade of the assessment exercises. For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years . . . . 2 points will be the maximum. Rule VIII. Section 9. Seniority Credit (a).
Fire Department promotional employees:
For each full year of continuous service completed, 0.2 points will be added up to a maximum of fifteen (15) years . . . . 3 points will be the maximum. Rule VIII. Section 9. Seniority Credit (b).
APPOINTMENT & CERTIFICATION
Appointments to positions in the City’s Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person’s rank on an eligible register. The current certification rule in effect at the time a request is received by the Civil Service Commission will be used to refer names. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
Note: If noticed as an "open/competitive/promotional" recruitment, eligibles will be certified first from the promotional list and the balance of eligible names will be certified from the open competitive list.
PROBATIONARY PERIOD
As the final step in the selection process, newly hired and newly promoted employees serve a probationary period of fixed duration to show their ability to perform the work.
